Deleted Files
Whenever a file is deleted it is placed in a recycle bin. If you empty the recycle bin, the file is not deleted only its name is removed but the data exists in the hard disk.
Example
If you delete File A and remove it from recycle bin, then the place is available for the other files to store. The File A name is removed but its data exists on the hard disk. Its data exists until another File B is overwritten on it.
Recover
When you delete a file the actual data is not deleted but is marked as free to use. So a data recovery software like CrashPlan, scans the storage and collects raw data, and forms them back to the original file but it is a long time taking process and there is no 100% guarantee that data will be recovered. So never delete your files in a hurry.
How to delete Permanently
If you want to delete a File permanently then breaking the hard disk is not the solution because some tools can read data from those broken pieces. The only way is to Burn the hard disk. Or you need to use any third-party software which can wipe and erase your files on the hard drive without recovery.
